Applying for Permanent Residence or Citizenship in the UK

To be eligible to apply for permanent residence or citizenship in the UK, you must meet two key requirements:

  • English Language Proficiency: You must be able to speak and read English.
  • Knowledge of the UK: You must demonstrate a good understanding of life in the UK.

Testing Requirements (as of January 2013)

There are two ways to fulfill these requirements:

  1. Life in the UK Test: This test assesses your knowledge of British traditions, history, law, and everyday life. The questions are designed to test your English comprehension at ESOL Entry Level 3, so you do not need to take a separate English language test. Individuals on work visas, including Tier 1 and Tier 2, typically need to pass this test for permanent residency.

  2. ESOL Course with Citizenship: If your English proficiency is below ESOL Entry Level 3, you must take this course. It will help you improve your English and learn about life in the UK. You will take a test at the end of the course to demonstrate your knowledge.

Application Process

After passing one of these tests, you can apply for permanent residence or British citizenship. The application form and required evidence will vary depending on your circumstances. There is an application fee, which differs based on the application type. You can find all the forms and fee information on the UK Border Agency website: www.ukba.homeoffice.gov.uk.

Changes to Requirements (from October 2013)

Starting in October 2013, the requirements for settlement or permanent residence will change. You will need to:

  • Pass the Life in the UK Test AND
  • Provide evidence of English speaking and listening skills at B1 level of the Common European Framework of Reference (equivalent to ESOL Entry Level 3).

The requirements for citizenship applications may also change. Check the UK Border Agency website for the latest information before applying.
